Who is Kousagi??

Its a parallel Sailor Moon? ._.

Yes in one of the Sailor Moon artbooks there is a short manga story called "Parallel Sailor Moon" about if Usagi and Mamoru had a second child. So she's created by Takeuchi Naoko but just appears in the one story, not really part of the canon story.
